Particularly, people’s deputies stressed that the bill provides minimum subsistence level indicators elaborated on the basis of regulatory multipacks, non-foods goods and services of the year 2000. Apart from this, the amount of minimum subsistence level does not consider individual income tax rates.
Committee members suggest increase the amount of minimum subsistence level for an able-bodied person in correspondence with individual income tax rates in line with the decision of the Constitutional Court of Ukraine of 22/05/2008 No. №10-рп/2008 in regard to protection of citizen’s constitutional rights.
The Committee proposes supplement Transitional Provisions Section of the bill with a new clause.
Committee members noted that the bill suggests in 2014 suspend application of a range of provisions of several laws and amend the Tax Code. This pertains to the Law “On the State Service”, particularly, article 46; part one-three of article 47; clause 1 of part eleven of article 49 and article 51 in the part of benefit payment (when granting a leave).
The Committee has referred these and several other of its remarks to the specializing Budget Committee and suggests consider them in the process of refinement of the bill.
